Ron Paul: Allow young people to opt out

EXCLUSIVE:  Possible GOP presidential candidate Ron Paul says young people should be able to opt out of entitlements like Medicare.

Watch the full interview tonight "In The Arena" at 8 p.m. ET/7 p.m. MT on CNN.

And CLICK HERE to read an excerpt from Paul's new book, "Liberty Defined," that covers his views on abortion.

Here's a transcript of the exchange:

SPITZER: Different reasons, but I'm not sure I agree with - all right, but now, I think most of the public is going to be rather astonished to hear you think that Social Security, Medicare and Medicaid are all unconstitutional.

PAUL: Technically speaking, they're unconstitutional.

SPITZER: So, if you were president, you would not put them in your budget?

PAUL: Well, I think what I would do is propose a transition time. I would give the young people, and they're overwhelmingly in support of my suggestion, that if you're young and you're getting out of college and starting in a workforce, opt out. They want to opt out of Obamacare. I'd let them opt out and not have to pay any of the tax.

SPITZER: OK. Free choices.

PAUL: And I would let people over 50, I think we should work very hard to try to fulfill our promises, which means we have to cut elsewhere.

Here are clips from some of Ron Paul's appearances on our show:

I would have definitely loved to hear what Ron Paul actually had to say had he been able to get a word in; I'm not positive why anyone would bother bringing him on for an interview if he didn't plan on letting him speak at all. Very atrocious behavior on the interviewer's part, and I think Ron stated perfectly – the interviewer represents the status quo. I would love to hear an actual interview with someone who might have a less annoying personality and a bit more abillity to listen to the responses given to questions asked. Hopefully, CNN will have something better to display in this area; if not, I'll definitely be watching another station over this one.

Wasn't this supposed to be an interview? I don't care what S thinks. He is not gov anymore (thank God). The interview was more about proving S was right. What a crock! I care about what Ron Paul thinks since HE is running for president. No wonder I don't watch CNN.

Good editing job trying to take him out of context. This man is the only one not taking money from lobbiest, he actually believes in the concepts AMERICA was founded on and as we all know america has strayed far far from those ideas. Corporate and banking interests have taken washington hostage by financing everyones campaign and controlling the medias perception of everything. This all must end or we're going to be in big trouble.

I'm over 50, and the way it's being run now I certainly don't expect the Social Security system to remain solvent for much longer. I think people would be amazed at how we'd be able to allow the younger people to opt out of paying into it, but easily provide Social Security payments to those who have already paid into it... if we draw back on our worldwide military empire, which is a big part of what is bankrupting us. But there is too much big business in building weaponry, using it, then building more. What a scam.

What an obnoxious man Spitzer is. Why doesn't he shut up for a while and let the guests speak. I have heard numerous guests complaining .

Ron Paul is a genius! I can't believe that Spitzer guy wouldn't even let Ron finish a sentence. Ron destroyed him anyway though. In the future CNN, you better give Ron Paul a fair shake in the interviews, or I am boycotting you. Ron Paul deserves to be treated in a fair way by your interviewers.

Mr. Spitzer would not let Dr. Paul answer his questions before rudely interrupting him by injecting his own legal reasoning; keep in mind that Mr. Spitzer's own personal legal ethics are quite suspect, as he wantonly broke the law after having been attorney general and governor of NY!

If a power plant destroys the air I breath, I have to sue the plant to stop. Thats ridiculous. Ron Paul has no intellectual substance. Just look at what he said, the Pittsburgh Code stopped the black sky. Thats government, not the market. When you do not regulate the market, you get worthless CDO's, CDS and all the other "bad" stuff that ruined the economy. You also get the BP Spill when regulators are too lax or the industry is allowed to write the law and regulations governing them. Lets stop the nonsense. Government, unfortunately, is the only vehicle protecting the middle class and the poor from the market forces that this guy exalts. When you have the top 1% making 40% of the income, the market is clearly not efficiently distributing wealth. It is absurd to believe, after what we just went through with the Bush Adminstration looking the other way and promoting the market as self correcting, to believe that anyone could spout this BS and run for the Presidency.

He does not participate in the lucrative pension program that the government votes for themselves. Look under 'Controversy':

      http://en.wikipedia.org/wiki/Congressional_pension

He also gives back or donates to charity his salary from Congress.

Also he wants to stop the wars and use the money to take care of the elderly and sick who have been dependent on it until everyone has opted out and the medicare(caid)/social security ponzi scheme is destroyed.

It's a shame that under this mounting and un-payable debt that looms over this country, people still only think about getting theirs. Well good luck scraping your SS/Medicare check of the ocean floor after this ship goes down.

My husband has wanted to opt out of social security and be allowed to invest it on his own for a very long time. I think it is a good idea and do agree with it.

This is 2008 all over again. The name of the game is to try your very best to frame Paul's views as crazy and impossible to implement. Republican and Democrat politicians are in lock step on this issue: it is once again time for everyone to gang up on the guy that dares suggest restraint of the government. Some of the things Spitzer said were absolutely ridiculous and he knew it, thats why he was stammering and stuttering. Paul is right, Spitzer is a mouthpiece for the status quo.

I would've enjoyed the interview more if they had given Sen. Paul and Mr. Spitzer more time to debate. Not to mention the fact that everytime Sen. Paul was about to make a point Spitzer just talked over him. Maybe they should let Elliot know that we tuned into to hear what Sen. Paul had to say, not to listen to Elliot's, "Follow the status quo message!"
I for one have been asking for years why the government won't let young people opt out of social security! Why pay into something that isn't going to benefit us in the future?

The Catholic church and all omssiins of charity are bankrupted and many of the hospitals associated with churches have closed. Ron Paul stopped practicing medicine last century and has no clue what he is talking about when he says this. Otherwise he seems to be right on when referring to the the wars and the policing the US does in foreign countries. Being in Irak and Afghanistan is costing us trillions. That is what we have to fix first! Nothing uneducated about the truth.

Senator Paul has my vote in 2012. Keep fighting the good fight, sir! We see how far following the "status quo" has gotten us. Now we the people have almost no say in what our government does. Everyone down here on planet earth wants our troops home and out of the middle east, but we're lied to and told we have to "stay the course." Pleeease!
Obama promised on his campaign that he would get us out of there and now we're in Libya! That's why we want RON PAUL in 2012! Obama didn't keep his promises! SURPRISE, SURPRISE!
